Paint correction or respray?
Since finding a used bumper for my car is impossible, does this look like it's paint correctable or just go for a full bumper respray?

Test and find out. Some polish and towel and a little elbow grease. If it's just scuffs on the paint, it will simply polish off.
There is also damage to the sheet metal above the marker light. Could be lighting, but that looks like it's bent. |

The dark scratches are through the paint and primer.

Then yes, a respray. And it will likely include the fender as well.
