Bungee with a clip on right side of rear seat

So, I heard a clicking while driving, and found this odd bungee with a plastic clip on the right side half tucked in the lumbar part of the rear seat. Any ideas WTF this is??

Sorry, back to this....anyone elses jiggle or rattle? I cant see how it hooks in behind the seat, or does it just get "Stuffed" back beside it where it mounts?? anyone care to take a look at theirs for me and see if its secured?
