at the bottom of the garage edit page it shows and edit button but speaks of a submit button, it will not let me post new pictures. here is screenshot proof.

go ahead and click the edit button that should up load the pics.

What about attaching pictures using the HTML address? Ive tried to do it that way and it doesn't work.

You have to use the [IMG] tags...
