I was just on the GTA forums and saw what very well may be the greatest idea in all GTA history. It involved a full 16 room of players. Only 8 needed to know what was going on and also have an abundance of money. It was called the Hunger Games. The 8 Rich players would all meet up in a single apartment and choose their "tribute". After everyone had chosen their tribute 9k bounties would be put on the remaining 8 players that had no idea what was going on.

The rich players in the apartment were allowed to call their tributes and help them out by sending different types of help like Mercernaries and Muggers. No direct help from the rich players were allowed. All this must be done from the safety of the apartment and watched on the TV. Thought this whole idea was fn hilarious

I don't understand. Lol. Eight rich people try to kill 8 poor people by using random CPU people? And somehow those poor 8 people don't know they are being "hunted"?
