Seems that's the whole problem . . . only one side has the power to make arbitrary decisions affecting the other without penalty. Whether or not that actually happens is mostly irrelevant, just that it can is sufficient.

I would love to live in downtown SF (like in Pacific Heights, North Beach, or Nob Hill). I also like to have a garage where I can park my cars and a useful backyard. Only gazillionaires can afford to that in San Fran. Therefore, a suburb just a bridge away is the compromise for me.

Ever heard of the TV show or book “Under the Dome”? No joke. The ENTIRE CITY makes any of your HOA’s look like drooling, cross eyed amateurs. And, believe it or not, they’re all proud of it and cooperative, including the children and teenagers. It’s truly a Stepford type place and one of the most amazing things I’ve ever seen in my life.
