Seems that's the whole problem . . . only one side has the power to make arbitrary decisions affecting the other without penalty. Whether or not that actually happens is mostly irrelevant, just that it can is sufficient.

I would love to live in downtown SF (like in Pacific Heights, North Beach, or Nob Hill). I also like to have a garage where I can park my cars and a useful backyard. Only gazillionaires can afford to that in San Fran. Therefore, a suburb just a bridge away is the compromise for me.
