I voted other.

Why?

Institute FAA-like guidelines for drivers. Up the hours, 'ground school', Graduated liscenses, yearly medical checks for ailments..

Germany does this, and after reading up on it after a co-worker (who spent 20 years in Germany as a US solider) told me about it I actually prefer that idea. Looking back if I had gone through that much training I wouldn't have had so many accidents.

Why?
