Hmm ... it appears as though it would cost 15x more than my phone, yet is not capable of doing 15 times as many things. So I'm going to pass.

Most limits are self imposed. Business tend not to do advanced R&D unless somebody else is paying the bills. There just isn't enough return on investment otherwise.

How exactly would the US military leverage a foreign company to not research a particular technology -let alone every single company around the world capable of doing such research -including ones that aren't exactly friends with the US? And do that for every important bit of advanced tech they may have -over the course of decades?

If they had that kind of power & influence, well I'm pretty sure they'd have used it for purposes more in-line with their primary mission of protecting America, like say shutting down the nuclear programs of unfriendly nations.
