As a vet I can assure you we take all precautions with anesthesia. Unfortunately as a toy breed dog he is genetically prone to bad periodontal disease which is also a bacterial wash on the heart. The dental is important. I'm sure he'll be very well monitored under anesthesia with ECG, pulse oximeter, blood pressure, fluids, etc. It's important or it wouldn't be getting done. Just make sure you do some home dental care so he won't need to go under again any time soon.
