Okay, the Latin I can handle. It says, after straightening the word order for an English translation: "Science, in of itself, is powerful." WHO said it is another query for which answer I know not. Perhaps it was an philosopher of the early idealist school, like Francis Bacon? How 'bout René Descartes? It IS mindful of his "Cognito ergo sum." argument...
