There's nothing saying the dude could drive. I ran against and beat a 514 RWHP cobra on gigantic DRs. All my mods are listed in my sig and I was on Falken ZE-512s (worse than the Raptors by a long shot for those that don't know!). It was the dude's first time at the track though and he ran a 16.2 with a nearly 3 second 60'. I shit you not. When I saw him in my rear view at half track I thought he had blown something on his car. I didn't think it was possible to run that slow in a Cobra, but I saw it with my own eyes.

Stock LT1 does low 14's, stock terminator can hit high 12's. You do the math as to how many bolt ons you would need. Your gonna have your butt handed to you unless you find at least 150 more hp.

Dude, I'd be antsy against an 03 cobra in mine 93, and its an M6 with long tubes, cat back, cai, short throw shifter, and 3.73 gears.

I don't think you'd stand a chance.

My best guess is that it wasn't an 03-04 considering you weren't sure and you thought a modded gt with cobra badges was a terminator before. . .

"so i raced an actual cobra today, id say 03-04 and beat it..." doesn't sound to confident too me. 03 and 04 are aesthetically identical.

No, but it wouldn't matter because they are all almost mechanically identical. The difference is, if you aren't sure it was an 03-04, it could have been an n/a cobra, which would be much more believable even though it should STILL pull you.
