Oh no, not the "can't you think of anyone better to arrest?" defense.

You could always move to a less restrictive state, then you can have your cake and eat it too.

With a cat and muffler delete in CA your exhaust is most certainly not legal. Just count yourself lucky you haven't received a ticket yet.

Well here's the deal. You say other cops don't stop you which is possibly very true. Some cops depending on how long they have been cops pick and choose our battles. Some look for drunks, others looks for dope, and then some (which are new guys) will pull over anything and everything in hopes of getting something good.
Now you have stated he hasn't wrote you a ticket yet which is a good thing, but take it as a generous thing too. You got to remember he is human alao, he might have gotten into a fight with his wife or kids prior to coming to work and he might have been on the phone and you just happen to drive bye with your loud car causing him to have to ask his wife to repeat it the statement again causing him to get chewed on by her. Not sure that's the case but some people have a hard time leaving personal problems at home when on duty. I have been in law enforcement for 11 years and have occasionally brought it to work with me. It's not fair for citizens of the community but we are human. He was nice to give you 2 warnings take it and fix the problem before it gets worse. He could impound your car and then you have to pay tickets, tow bill and whatever else he desires because your vehicle is not safe for the roadway.
Just remember he has a job to do and if he chose to pick loud cars for the day then that's his issue. Tomorrow might be no tail lights, we can't catch everything but usually the ones that stick out the most are the ones that are loud.

P.s. don't go to his boss, like some stated he will make your life hell, legally.

As a police officer myself, i hate to hear about cops with attitudes for no apparent reason. (But keep in mind what we deal with daily...he could have just been in some serious stuff)
Where do you live, OP?
If your stuff isnt legal then address it. If you feel he is being less than fair, request a supervisor. But bear in mind you have not been cited for your repeat violations.
Good luck man.

If the car is within the law , strait pipes to start , nope
Like others have said , tone it down , go to another gym change your routine
The officer is trying to give you a chance do have it done , otherwise you would have a few tickets on your collection by now

He's prolly a Ford guy ... Throw some CATS back in there, my CATS were fine around 550hp, and with Cunningham on the tune you'll be fine. Either that or pick a new gym out of this dude's patrol zone.

The fact is your car is illegal, either make it legal or deal with the consequences. Don't come on here and complain about you & your illegal car being harassed by a cop, when the real problem is being caused by your decision to not abide by state laws.

Like others have stated he could have ticketed you twice now and didn't, maybe take that money the officer saved you from not having to pay those fines and make the car legal.

Don't bother stepping up to spar with this guy and his chain of command unless your nose is clean man... It will go nowhere good. It might not go anywhere good anyway as is...

What you need to understand is if he sends you to a smog ref, you're gonna have to change everything back to stock....just ask TCAT on here....you're playing with fire, they also can hook your car for not being in compliance with CARB. I would avoid that cops beat for a while....

Caper, I understand how frustrating this situation can be, but come live in Montreal, Canada for 1 week with your Camaro and then let me know how you feel about the local police and roads. They suspend your licence and impound your car for a month if doing 110mph on the highway ON THE SPOT!
