Actually, without the facts at hand, I'm gonna guess it was 1 of 16 COPO 9561s built in Tuxedo Black with Black...an exterior color that was discontinued part way through the '69 Model Year.

BTW, no ZL1-engined COPO 9560s were built in Tuxedo Black.

As to the dude hoarding ZEE/rare VINs, you can be sure they're not attached to a decorative piece of walnut in his den...

I worked with a guy who had one sitting in pieces in his garage. Sold it a couple of years ago for $55k, cash.

A very successful buyer/builder/seller of "vintage muscle" once told me, "If you're going to go to the trouble and expense of fully restoring a car, start with a rare one".

That $55K COPO basket case, + another $55K spent "doing it right", leaves you with a possibility of doubling your money. Even in today's market, assuming the car has bullet-proof documentation.

A $10K 6- or 8-cylinder Base Coupe, + $55K, likely leaves you "in the ditch".

That "spread" in values leaves lots of room for the VIN-guy to operate within...
