I'm thinking the black hose is what the water is going through for the irrigation and the white PVC is just to hold it (idk why though, that black hose will work fine on its own). I'm thinking that maybe the runoff from your last rain is funneling through the pipe and just dumping out the end.

That's what I'm thinking. I'll probably cut the black tube and pull it through. After I follow the tube from where it starts. What a great way to spend my day off tomorrow.:(
