Indiana raised their interstate speed to 70 mph or at least on the popular interstate stretches. I think they changed it about 5 or 6 years ago. So therefore instead of speed limit being 65 and people running 70-75, now that its 70, people run 75-80

I think they are looking at the average speeds of the car, if you are stopped in a backup for 30 minutes, and were going 100mph for a 1/2 hour prior, your average speed is 50 mph. Hence, the most congested states have the lowest average speed, but probably the highest observed speeds.

LOL u guys are pretty slow. here in toronto about 120km/h which is 75mph is are average.
