In NY blue lights are for fire and green is EMS If your department allows lights they will need to issue a card authorizing you to display a light.
The actual lights are limited to candlepower and location by NY V&T laws.
Join an orginization and train before you waste any money on lights, it takes lots of work and time to volunteer for fire or ems in NY.
NY also has fire and ems plates, I have "VF" plates (volunnteer fire) on both my trucks.

The tone of your post just sounds like you just want some whirly lights on your cars, the volunteer part to help folks isn't your main goal.
