No, it is a representative republic. The misconception about this is because we elect our representatives democratically. "and to the republic for which it stands, one nation". However, you are right about contacting your politicians. If the enthusiasts in Utah sit quietly by, this kind of stuff will get passed. We here in Taxachusetts know that if a restrictive law like this gets passed in Utah, it will only be a matter of time before we have it too. Our politicians love to say "strictest in the nation" like it is some kind of badge of honor.

The autoblog article is a little misleading, the bill doesn't outright ban aftermarket exhausts. It puts a restriction on noise levels and emission levels.

First.... the plate on the car in the picture is NOT Utah. It looks like an old style Arizona plate to me. Second, if you actually read the autoblog article, they're not trying to outlaw all aftermarket exhausts, they're just trying to define excessive noise standards for aftermarket exhausts. In any case the bill appears to be dead.
