They could always close plants in the future. But nobody can predict that, and you can't strike over future "maybe"-decisions.

I really don't see another strike coming. At least not from within the US or Mexico. If anybody does it, it'll be the CAW, but I think GM's trying to make amends (as much as possible) with the CAW because they're talking about adding a third car to the new flex plant. Currently there's only Camaro, and one other.
