There's that, plus the fact that there really isn't much that a video will tell the automaker thats testing that telemetry data doesn't do better. Sure, a video is great for reviewing the line that you took through corner x and such ... but thats only particularly valuable if they're trying to get the best lap time. However, the main objective of testing at the Nurburging is to dial in, or at least validate, the suspension. What was the settling time after that particularly strong bump at the 3 minute mark? How do the left and right side responses differ under intense sideloads? Those are the types of questions being answered when testing at the 'ring -and a video camera doesn't help to answer them very much. Doing a hot lap with a GoPro on the dash is a bit of fun once the work is done.
