Meh, I might think it also comes down to which car has the most numbers on the road.

The rankings are based on the average number of tickets per driver, not by a simple count of tickets. This keeps the results from being skewed by cars with bigger numbers on the road. In other words if a driver of an Enzo gets 50 tickets a month then the Enzo would be the most ticketed car despite their low "on road quantity"

Another note, using the same logic we apply to gun laws "Guns kill people so we must outlaw them" I vote we outlaw Toyota's since they occupy half of the list. (Toyota and Scion)
