Does he have the 'master key'? Try this next:

In order to initiate the relearn process:

1. Insert a master key (black head) into the ignition switch.
2. Turn to the “On” position without starting the engine. The security light should illuminate and stay on.

4. Turn off the ignition switch and wait 5 seconds.
5. Repeat steps 2 through 4 two more times with the same key.

10. Wait for the security light to turn off. It should happen quickly. You may not even notice the light come on, because it will learn the key transponder immediately.
11. Repeat steps 8 through 10 for any additional keys.

Did he remove the BCM before disconnecting the battery?

I would potentially be worrying about a fried ECU, if that wasn't done. I'm not sure why you're having so many issues to this point really.

Maybe someone else will chime in that has had the same or similar issue.

You could order a tuned one and take the core charge, that way the tuner can put the VIN in the tuner and it would be cheaper than GM.

That would be the last option IMO, I would get a few more opinions as I haven't worked directly with Solstices before, so I may be wrong.

My Sky would not start once after setting it was the battery - it would crank fine - the guy at my dealership replaced the ECU and still nothing so on a hunch he changed the battery and she fired right up with no problems after that. May want to find a good known battery and just give it a shot before beating yourself to death.

Battery tested good 94% charge...so now what? Is it possible a bad ground from the booster pump relay or pump itself might be the issue? That's the only wiring that was done.

you just said it would crank fine though, he can't even get it to crank which leads me to think that there's a computer/security issue. It would click even if the battery was bad.
