This subject really gets to me. I'm so bothered that "driver's training" in the U.S. focuses solely on following the rules and almost nothing on vehicle control and actual driving skill. Knowing the rules should be the price of admission, not the passing requirement. I do live in California, where a large percentage of drivers don't even follow the rules, much less demonstrate any real driving ability. If they limited licenses only to people who can actually demonstrate competence behind the wheel, we'd solve a lot of our traffic problems.

Another question - states have no problem putting in cameras to catch speeders. Why don't they have cameras to catch people talking on their cellphone, taking care of/disciplining kids in the backseat, eating/drinking, etc. Speeding has become the scapegoat for the real problems that cause crashes.
