Its the stuff you use to dip tool handles in to give them a rubber coating. It also comes in spray cans and is an easy way to "Paint" something flat black (and a select few other colors) on the cheap. Best part is, if you dont like it or screw it up you can just peel it off, no harm done! I just did my wheels last week and LOVE it! $10 for flat black wheels and I can go back to polished if I ever get tired of it.

I bet I could use this stuff to do custom stripes on my car. I think that I might try it and see what happens

There's a website (I think its dipyourcar.com) that has a bunch of tutorials on youtube. Personally, all I needed was a couple of cans from home depot to do my wheels, but the videos are good.
