Also, I'm wondering why the lady with the balloons is blurred out or if they're trying to make all visible faces blurred.

But those balloons look exactly like the ones that floated off into the air when the first bomb went off.

I thought the same initially, but the person before her and the guy in one of the door ways is also blurred out, along with a couple up top in the corner shot.

I think the guy in the doorway on the video was a police officer or some other kind of security personnel.

it might simply be they dont want to publicly put someones photo in the same still with these two guys without permission. everyone with a clearly visible face has their face blurred but the two being looked for.

Yep and who knows if that picture of him was even from the Boston marathon and not just from some parade or something.
