City tickets car seven times before finding the owner dead in the back seat

Come on Tag...........I live in TX and know what it is like if you don't have the tint. How dark are you going to go on your new Camaro?

I'm not sure how dark this guy's was but geez........you would have to think if that many tickets are on the car and it hasn't moved WHY wasn't it towed? Don' they have so many hrs to get it moved before it gets towed?
