Bubble wrap car cover?
I think a fitted, large-bubble bubble wrap car cover would be great protection from hail damage. Even cats (unless they sharpen their claws on it). Whaddya think?

Hail? Never work. The hail will be falling at its maximum velocity the sheer impact alone would dent your car.
Use sticky paper for the Cats, you will never have a problem with them again. Otherwise, I would completely be all over the bubble wrap popping it. Can’t help myself…

If I were to design a hail-proof car cover, I'd use a medium weight foam-rubber, say 3/8" thick. That should be enough to dissipate enough of the energy from the impact. It would have to be made up of several panels so that it can still be folded up with relative ease. Could probably get away with having it just covering the horizontal surfaces, since the vertical ones hardly ever get hail damage.
Someone probably sells an anti-hail car cover already
