All depends on where you live. In Seattle people can drive in the rain, in "real" snow areas people can drive in the snow.
Once the roads have been plowed and the remaining snow packed down tightly with a bunch of sand, it's just like driving on pavement, (as long as it stays cold).

I may be wrong but all the recovery hooks I've seen are quite a bit larger and you wouldn't be able to fit much of a clevis in that hole even if that was the purpose.
