Yes and Yes..

They go hand in hand man. I would say 60% of them want to work for more than 1.50 a day and the other 40% are looking for the quick buck.. Sometimes you feel bad for them, but I'm hispanic and my dad did everything the right way. Running the risk of sounding preachy, the law is the law.
