Actually, that isn't water. Its gasoline, sometimes diesel. The barrels are storage for helping drivers who run out of gas on the highway. The empties simply need to be refilled, which is done on weekends at night so as to minimize the impact. Additionally, this is why you frequently see police near these barrels, they can keep their car running all day long but never need to leave. Tow trucks frequently pre-position themselves there for similar reasons.

Around here they aren't filled. They are either empty or have a 50lb sand bag in the bottom.

Again, this is why Camaro5 is the best site on the internet. Where else would I learn all this. I know in Ohio they are filled with I.O.U.'s from the state. We can't afford sand, water, monkeys, or Jack Daniels.

I believe the ones that have water are kind of like antifreeze, radiator fluid. They have a salty electrolyte additive that raises the freezing point.
