Is there a way to look up criminal record for free?

Most states have a utility to look up public court cases.

MNCIS is what I use at work for Minnesota checks.

To do an actual criminal background check, no not for free. Most states do however have a website that allow you to look up current and future court dates that contain the offenders name and the reason and another website that allow you look up current inmates and parolees for free. So unless the person is currently going to court, in prison, or on parole then I'm afraid you will have to pay a small fee.
