I don't have a while. My lease it up and I am paying out the ass for my rent. $1100 a month not including a garage.

No, they are not pre-wired. You would either have to wire them into your side markers or add a separate wiring harming (w/a switch for the fogs) that would control the fogs).

Here's a complete fog light kit from AAC, where you would wire the fogs into the side markers (no need to add a switch):
