Jason it is all weekend.
There is also a walk at 10:00 and 10:10

And it starts at 6:40 with a 15k wheelchair race

Incorrect. There's a half marathon, 9k, 5k, 3k, and 5k walk. I know the 5k starts at 10 and usually takes a couple hours. I can't remember if the 3k is before or after it though.

So roads will be packed and closed.

Basically Tampa as a whole is just canceled Saturday.

Basically. You might as well pick another day if you plan on heading anywhere near Tampa on Saturday.
