That depends.

Is it a purpose-built race car, with the stickers there because they are sponsoring the car, and with the speed to back up its look? Are the vents, openings, wing, and other body kit items functional and necessary to produce the results that the car produces?

Or, is it mostly a stock under the hood, bought from a showroom, driven on the street, with fake stuff plastered all over it and holes cut for stuff that doesn't do anything/isn't hooked up?

That is the difference between a racer and a ricer.

When something ricey is OEM, that mitigates its ricerity but does not completely make it non-rice. The gills on the new Camaro are rice that I'd easily accept as part of a great car.

but by your definitions, OEM "rice" would fall along the lines of the stock wheels, hoods, spoilers, paint schemes, halo headlights, amongst other things that are purely for asthetics and not performance that are included.

My definition requires more than something being purely for aesthetics; it has to be an attempt to look like something that's functional without actually being functional. It requires false pretenses. Usually this means trying to look like a purpose-built race car when it's mechanically stock, but other false pretenses can count too.

Wheels: Can't be rice, they're functional. I'd hate to have non-functional wheels on my car! Having wheels on a car does not make it look like it's trying to look like a race car, it just makes it look like it can roll (a very important function in cars, IMO).

Granted, there are some really tacky wheels that most people would consider rice, and they are an exception to the usual rice requirements.

Hood: Totally functional. Keeps rain and debris out of the engine bay, prevents people from stealing your battery, etc. Having a hood does not differentiate a race car (or ricer) from a family sedan.

Spoilers: Small OEM ones tend not to look like anything that is putting on a pretense of making the car look faster. They are non-functional but not really ricey.
Big useless wing on the rear of a FWD car: Non-functional, made specifically to look like something from a race car. Rice.

Paint schemes: Depends on the particular scheme. If it's painted to look like a race car but does not participate in races, that is rice.

Halo headlights: Have nothing to do with race cars. Also, the halos on the Camaro function perfectly well.
