What would they do if there was a person inside. Spray just enough to get the person out then let it burn?

I am not familiar with this jurisdiction, but most will roll (1) to control the fire if it spreads to where they are responsible and (2) in case there are people who need to be rescued. Not all city or county governments provide the same services included just by virtue of you living there, and these people knew fire service was not provided in their area without a fee. |

Good. If they live in an area that requires you to pay for fire protection, they do so by choice. They also chose to NOT pay for fire protection. Isn't freedom grand!
I bet they pay next year.

Same thing with homeowner's insurance. You either pay for it or take the chance that nothing will ever happen. I'd rather feel secure knowing I'm protected for the "just in case" scenario. That or relocate. |

Wow. This is a toughie, Nick.
I know that the firefighters I know would go in and rescue anyone inside, whether they had been paid and it was covered, or not. We don't have fire fees around here. But really is it that hard to come up with $100? Bet they didn't pay homeowner's insurance either. You get what you pay for...

What pisses me off about these fees are well at least in my town, you pay the annual fee's for emergency service(which are not mandatory) ,but when you use them they still send you a bill. Oh and the other thing is, I work for many fire Companies with my business and everyone of them get tax dollars to operate to some degree. So if you ask me they have a moral and civic duty to put a fire out for a tax paying citizen regardless of some annual fee. If the fire company is a fully private company and takes no money what so ever from any government department well then they can charge what they want and choose not to respond if they so desire. Maybe that is what we have in this town. I don't know. If that's the case well then it's the people that lives in that town that is to blame for letting this type of situation happen.

Don't get me wrong, if a person was inside the house I wouldn't hesitate to go get them. But if no one is inside, I'd contain the fire and let it burn.

Well even though the fire department could be considered a government agency, it's like insurance... If you don't pay for the insurance, you have no coverage. In town, they pay for the FF with property tax. Out of town, its a separate payment, but should be considered a tax all the same.
If it's not life threatening there should be no obligation to rectify the situation. Even emergency room doctors won't do anything except "stop the bleeding" if you don't have insurance. If you lose a limb and want it re-attached, well that's what insurance is there to cover, etc... If you look to parts of Europe, they have socialized insurance where everybody pays in the form of a tax. It's different in the US, but if you don't pay for it one way or another, you aren't covered, plain and simple.

For example: In WA, Washington Administrative Code set a basic list that all FD in the state must meet or adhere to. Each FD then can set more restrictive and or department specific rule /guidelines such as how they load hose, training etc. In WA there is a two in two out law meaning there has to be at least 2 FF in gear and packs ready to assist before 2 other FF can actively fight fire inside a building, the only exception to this is a life threat visible/ or heard, but not a third party report. In the department I work at this happens with in seconds of the first arrriving unit most of the time.
