This one was the big one, not a table fan. It was pretty expensive. Not sure how much they are in the states, but Brandon said they were pretty expensive their as well.

It's a little of both. The air from the base is pulled across the edge if the ring accelerating it. This causes the relative pressure in the area of the fan to drop thus causing bulk air from the environment to be pulled in thus multiplying the air as dyson likes to claim. A little bit of a trick but the loss of air pulsation due to no blades pushing the air is nice.
