Nope, not Ditka ....

This hint might help out a bit. This person passed away a few years before Ditka was born...

and of course, this eliminates Tom Landry as well.

Not at all familiar with the quote, but from the hint, Oppenheimer is probably most famous for his work on the Manhattan Project, developing "the bomb".

My guess would be either FDR or possibly Gen. Leslie Groves (not sure which rank of general he was though)? Am on on track?

You're on track but a bit too early. The scientists regretted the building of the bomb after Roosevelt was deceased. Try again.
