At the turn of the century, the infrastructure for steam (water) and electric (an electrical connection) were more readily available than gasoline pumps. As "gas stations" popped up, the ICE steadily increased its market share (you can argue "chicken vs. egg", but the results inevitably occurred). Costs for ICE-powered cars AND gasoline came down, steam disappeared and, as more travels/distances became a reality through improved/increased roads, the electric followed steam to museums...

Back then, the free market decided what worked and what didn't. As Ford made the price of gasoline powered cars drop to $360, it just didn't make financial sense to buy an electric car. And we're all better off because of it.
