I haven't read the entire thread but he only problem I see with banning car clubs is a little something called the Constitution.

"Congress shall make no law ... abridging ... the right of the people peaceably to assemble ..."

If you search more you can find some info from 2007 where LA was going after Latin car clubs that used that as a cover for gang activity.
