A sticky is a thread that doesn't move, it stays where it is regardless of the date it was posted. So the sticky threads at the top of the forum page can be replied to but they will always stay there until un-stickied or deleted. They are usually done as such because they contain pertinent data regarding whatever sub-forum they are in.
for instance, if you go to the General discussion sub-forum you'll see 3 stickys 1. Important dates 2. Order count 3. Review Compilation
