alright guys um my pc is good but when i scroll up it isnt a fluid motion, how can i get it to run better?

so nobody knows how to get rid of this annoyance on my pc?

its like horizontal Lines when i scroll up or down

like when your tv gets fuzzy and those lines appear and slowly moved down your tv but they are on my pc when i scroll up and down but they dont move slowly they are stationary :S

this is hard to explain lol

You only see them when you scoll?

if so, I'd reinstall the video card drivers. If that doesn't fix it then try different VGA cable, then different monitor, then new/different video card.
