The team behind it is the same ones that set the previous record. They were hoping for someone else to step up and take the title from them so that they could, in turn, win it back thus establishing a rivalry. But nobody bit. So they figured they'd just top themselves.

I don't know too much about the car, but I think I heard that the fuel pump for the rocket engine is a ~700 hp Formula 1 derived V8. And that is pretty insane.
