mount the plate in a frame and velcro it to the front bumper. Theyll look at it, sign off on the Fix-It-Ticket, and you are free to leave, remove the plate at your convenience...

Possibly, I know in Utah it has to be a "permanent" mount. They wouldn't sign off on my ziptied plate. I just don't use front plates anymore, let them hassle me for it as it's a lot more paperwork for them than it is for me.
