What pull-over? Nobody got pulled over. That vid is just youtube trollbait. 10 second vid. Shows no pull over. Shows a car making mild wheelspin, and then a cop- who was already moving mind you- drive by with his lights and siren off.

I heard the guy didn't just get pulled over. The guy got pulled over and then tried to hump the cop's leg and he got tazed. Turns out it was Bin Laden's twin brother and during questioning, he revealed the location of Blackbeard's gold. Obama is going to use it to pay off the National Debt. And now that police department uses the Hellcat as a cruiser, and that cop married Playmate of The Year, Kennedy Summers. You can't see that stuff in the vid, but trust me: all fact.
