As I understand it, part of the problem is the number of labor hours ($ reimbursement to the dealer for mechanic time) that GM provides is insufficient to actually do the engine swap without cutting corners. If the dealer does everything methodically, following every step in the service manual to a T, it will take > 17 hrs, but they only get reimbursed for 17. So there is likely a lot of pressure to rush the job, and that's where the reassembly mistakes can happen.
