I don't know about the hole but the obvious uncentered issue wich is quite noticeable is unacceptable.There are several courses of action,the first of course is fix it.Second is live with it (not my choice) and third the avenue I would take..tell them to remove their shoddy work
,refund your money
,save some cash and have a GOOD shop paint them on.Just my two cents of course.
