They "forcefully relocated" scientists and engineers, from Germany. The U.S. was a bit more amicable but was quite intent on getting as many engineers and scientists to America to replicate the V2, as well as the flying wing, jet aircraft, etc... It's amazing how much technology the Nazis created.
