NOT entirely correct
IF the private property has atleast 1 entrance / exit to a public street and you do a burnout in the private parking lot, while they cannot enforce general traffic laws (stop signs, speed limits, ect), they
CAN legally still ticket you for operating a motor vehicle in an unsafe manner in a public environment.
Technically, if a private lot / parking lot is connected to public roads, then it will still assume the same public safety laws... NOT traffic laws.
Now will most cops care if you do something like this way in the loading docks in the back of the building at 3am? Its unlikely..but you
CAN still be ticketed for it.
