I think what he is saying is that the cost of the infrastructure for your neighbor is ridiculously high versus the cost of a modern day car. That 'Free' you mention is anything but.
Break it down this way. You can buy a ton of cars for say 30K (or less) that seat 4 or 5 and get 35mpg. I don't know what model of Tesla your neighbor drives but they are anything but cheap. The 75D is the least expensive at roughly 65K.(and that is after a $7500 government credit/subsidy)
So you are now paying twice as much for a car to be "green and free," then you have to setup the infrastructure which also costs $$$.
Going Green is anything but free and costs a LOT more than an ICE vehicle. And that is why the first link is very valid that Stex posted.
Going green is nothing but a money scam.
