Even if you don't live in a HOA, the city can still have rules and regulations on what you can do on your property.
We had one next door neighbor, who for awhile several years ago, was creating a mini auto repair facility out of his garage and driveway. Thankfully, he stopped doing that.
One time, when he was working on some stinky POS F-250 diesel, it pretty much smoked me out of my own driveway and garage. I couldn't even go out and wash my own car in the driveway that day. lol!
