It gets convoluted now that everybody has a camera, multiple angles, etc. If you want to get an actual measurement on if somebody jumped, then go to the track. In this case, you can clearly see the tire wrinkle before the light comes on. Did the car start to move forward before the light came on - without a beam you'll never be able to say. Didn't much look like it from the side view camera.
But, the rule on the street typically is that if you "crack the tire" (meaning that tire starts to show movement) before the lights on, it's a jump. He should have paid up. Shame too, because he had John Doe more than covered.
