The only way to force someone to buy a car they don't want is to raise the price of fuel so high that people can't or don't want to feed a gas guzzler anymore. Kind of like what's happening right now!

The other thing I'm wondering, does this average go against all vehicles the company makes or just the one for sale in the US/north America. If it's all cars then they would actually be able to force people to look at non gas guzzlers. Example ford only has there efficient line sold in other markets. By doing that it would allowed more gas guzzlers sold in North America.
